綜觀全世界對於營運中軌道的改善,沒有一個國家如台灣般極力把營運中的傳統鐵路搬上搬下,連軌道大國日本也不做此事。近20年來,日本民營化鐵路公司專注開發車站,更新車站內外的商業吸引力,人潮聚集持續加碼,如大阪、新宿、澀谷、東京車站等熟知的車站;英國近20年開發國王十字車站,帶動舊市區再發展,亦是常被提及的案例;以上案例都專注在車站開發,軌道都是維持在平面。台灣專業界朗朗上口的大眾運輸導向發展(TOD),談的是車站週邊發展,但為何各縣市政府認為一定要鐵路立體化才能縫合都市發展?才能進行車站開發?
