聖彼德斯堡市長改造都市的方法

共和黨籍 (Republican) 的 Rick Baker 是美國佛羅里達州聖彼德斯堡 (St. Petersburg) 的前市長,寫下他如何轉化該都市的方法 (註 1),首先是溝通願景、找到對的人
All this is easier said than done. But at the end of the day, the art of effective leadership is about aiming for a higher horizon and delivering visible results. The animating idea is determination to make your city the best. After all, as Baker says, “who’s going to be inspired by an effort or follow a leader whose goal is to become the third best city in Florida or the eighth best in the country? People are naturally drawn to an effort that strives for excellence. They want to be part of something that is important. When you empower people by believing in them and their ultimate success, you can lift an entire city.” (註 2)

To build consensus, Baker concluded, the redevelopment project needed the right leader, someone respected citywide and committed to the people of Midtown. He found that leader in police chief Goliath Davis. St. Petersburg’s first black chief, Davis had a doctorate in criminology, was comfortable in any community, and, most important, shared the mayor’s passion for building a “seamless city.” (註 3)
